AquaLaw announces expansion of Maryland practice with addition of former MDE Principal Counsel Rosewin Sweeney

AquaLaw is pleased to announce the expansion of the firm and our Maryland practice with the arrival of renowned Maryland environmental attorney Rosewin Sweeney.

Prior to joining the firm, Sweeney served 18 years in the Maryland Office of the Attorney General, where she represented the Maryland Department of the Environment (MDE) on all aspects of environmental law. For seven of those years, she was MDE’s Principal Counsel, the agency’s top lawyer. At MDE, Sweeney advised the agency on proposed legislation and regulations, provided counsel on complex permitting situations, and represented the agency in administrative and civil litigation at the state and federal levels.

More recently, Sweeney was a partner in Venable, LLP’s environmental practice in Baltimore, where she represented governmental and private sector clients on a variety of environmental matters under Maryland and federal environmental laws and regulations.

At AquaLaw, Sweeney will continue her broad practice covering environmental regulation, permit negotiation, compliance counseling, agency liaison, defense and resolution of agency and citizen enforcement actions, and environmental litigation under various state and federal laws and regulations. Specific areas of practice will include water supply development, water quality and wetlands regulation, wastewater collection and treatment, stormwater management, and resource recovery and reuse.

 AquaLaw is an 8-attorney, 14-member team providing regulatory consulting and legal services to local governmental utilities, infrastructure-intensive industries, and other entities on a variety of environmental and natural resources matters. The Chambers and Partners’ 2018 USA Guide credits the firm “with renowned expertise in water matters” and “strength in representing municipalities and utilities.” The firm has handled significant matters in 29 different states concerning the regulation, permitting, construction and operation of various infrastructure projects, including water supplies, treatment facilities, and pipelines.
